What an interesting specimen this is! The silver sparkle is intense on the botryoidal minerals. Psilomelane is a group name for hard black manganese oxides including hollandite and romanechite. It consists of hydrous manganese oxide with variable amounts of barium and potassium. I'm not which of these minerals are present in this one, so if you know more, please share. I'd love to learn.
